SR-55 Multi Asset Project

Project Description:

The State Route 55 (SR-55) Multi-Asset Project has combined a multi-asset project and a safety project. The roadway improvement includes pavement rehabilitation; improved drainage, lighting and conduits; bridge rail rehabilitation; landscape; Treatment BMP; solar system technology; and overhead sign panels and overhead sign structures. The Transportation Management System improvements include upgrades to HD CCTVs, controller cabinets, fiber optic communication system, video detection, Changeable Message Signs (CMS), smart street lightings, cabinet locking systems, and pull boxes.

Project Location:

This project is located along SR-55 from SR-1 (Pacific Coast Highway) to SR-91 (ORA-55 PM 0.2 to 17.9) within the cities of Newport Beach, Costa Mesa, Santa Ana, Tustin, Orange, and Anaheim.

Background:

This project aims to address both Roadway and Transportation Management System (TMS) deficiencies throughout State Route 55 (SR-55). Roadway Improvement provides various upgrades and improvement to the existing facilities, TMS Improvement transitions our existing facilities into a modernized system with a multimodal technological infrastructure. 

Project Benefits:

The proposed pavement rehabilitation will improve the ride quality and reduce hydroplaning, which will help reduce accidents by providing escape channels for surface water and improving the friction resistance when braking. In addition, upgrading of the pavement delineation will improve the visibility of the SR-55 facility; the upgrades will bring the facility up to the current Caltrans standard of minimum 6-inch-wide lane stripes and provide SR-55 commuters a safer and more reliable transportation facility.

Environmental Lead:

Caltrans is the Lead Agency for the National Environmental Policy Act (NEPA), the environmental determination is a Categorical Exclusion. Caltrans is also the Lead Agency for the California Environmental Quality Act (CEQA), the environmental determination is a Categorical Exemption.

Project Cost:

Project Construction Capital: $120,000,000

The project is funded through the 2022 State Highway Operation and Protection Program (SHOPP). Project funding is scheduled to be allocated in the 2023/2024 fiscal year. It will include both State and Federal funding.
