Inquiry #1: In regard to bid item #13 Thermoplastic Marking (Preformed); it is not recommended to place Preformed Thermo Material on new slurry seal. The Preformed materials require intense heating of the pavement surface, and will severely damage the new slurry seal. Regular thermoplastic with "Enhanced Wet Night Visibility" is the proper material to use for this type of project. Please advise.

Inquiry #3: In regards to bid item number 9. Slurry Seal - The ramps/roads identified to be performed during night hours as described in section 12-4.02C(3)(j), are listed for slurry seal resurfacing. Will the agency issue a change order for microsurfacing in lieu of slurry seal, since slurry seal will not set and dry during night ours?

Response #1:Section 12-4.02C(3)(j) refers to the ramps at Rte 710, Rte 103, & Rte 110, Charts J1 thru J20. Nearly all the ramps allow daytime closures on the weekends. There are only two ramps with no daytime closures.
There are 250 working days for the contract. The contractor might bring up additional daytime closure hours or microsurfacing in lieu of slurry seal during construction, and a CCO might be possible if justified at individual locations.

Inquiry #4: For item#10, what kind of asphalt mix is to be used? Also please verify if WMA technology is required for that asphalt.

Response #1:Type A HMA is to be used for Bid Item #10, ?Replace Asphalt Concrete Surfacing?. WMA technology is not required.

Inquiry #5: In regards to Section 37-3. Usually Caltrans specifies which mixing equipment to utilize. Is the contractor to use a continuous slurry seal truck or a set of mobile slurry trucks.

Response #1:Per RSS Section 37-3.01C(3)(a), the contractor may use either a truck mounted mixer-spreader or continuous self-loading mixer spreader. The SSP section to specify a continuous mixer was not used.

Inquiry #6: The slurry doesn't set up at night for cold temperature and the lane closure chart No. K6 doesn't allow any day closure including weekend. However the 'REMARKS' on that chart read "The number of through traffic lanes in each direction of travel is 2. One through traffic lane may be open in each direction of Rte 1 between Ocean Ave and Torrance Blvd on Sundays from 0900 to 1900.". Please clarify if one lane closure is allowed on Sunday from 09:00 - 19:00. If not allowed, please advise how to apply the slurry. Thanks,

Response #1:One lane may be closed in each direction on PCH from Ocean Ave to Torrance Blvd, on Sundays per Chart K6 under "Remarks".

Inquiry #7: In regards to Inquiry #1. The bidders question/comment is absolutely valid. Requiring the use of preformed thermoplastic pavement markings on new slurry seal is a mistake. The installation process of the preformed thermoplastic may very likely damage the new slurry seal and caused premature failures all over this project. I think the state should reconsider their answer, " bid it as you see it". The state is setting themselves up for a problematic project.

Response #1:We would much prefer preformed as the life span is nearly 4 times that of hot applied. Our standard practice is to let our overlays and/or treatments completely set up before we apply any type of thermo (preformed or hot applied).

Inquiry #8: Item 13 Thermoplastic Pavement Markings Enhanced Wet Night Visibility Preformed is not available from any of the preformed thermoplastic manufacturers. The enhanced wet night visibility elements would have to be hand broadcast during the application of the preformed thermoplastic and it is unknown how well or consistent the elements would embed in preformed thermoplastic. Preformed thermoplastic contains skid resistant material in the product and is typically cast on the product during installation. The skid resistant material will definitely negatively impact the embedment of the enhanced wet night visibility elements. This item needs to be changed to standard thermoplastic with enhnaced wet night visibilty.

Inquiry #9: In regards to inquiry #1 & #7. The material that is specified "Preformed thermoplastic marking with enhanced wet night visibility" does not exist. The manufacturers of preformed thermoplastics, do not make a preformed thermoplastic that meets the enhanced wet night visibility reflective values. The options are hot applied thermoplastic markings with enhanced wet night visibility or preformed thermoplastic pavement markings with anti skid resistance. A material with both qualities does not exist at this point in time. Please advise.
