Regional Planning Overview - District 1 Regional Planners perform a combination of duties in the area of transit planning and in regional transportation planning.
Regional Transportation Planning
With the passage of the Transportation Funding Act of 1997, the California Department of Transportation functions
primarily as the owner and operator of the State Highway System. The responsibility for planning and programming
local (regional) transportation improvements belongs to Regional Transportation Planning Agencies. The Department
plans and programs funding for the statewide (interregional) transportation improvements, which amounts to 25% of
the funding available for new facility improvements.

Transit Planning
In the area of mass transit, regional planners are responsible for the administration of State and federal programs
that provide funding, technical assistance and capital improvement projects for buses and other modes of transportation.
