The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q1)The total for 75mm pipe does not seem to add up.

A) The total quantity shown for 75 mm Plastic Pipe Supply Line on the Irrigation Quantities plan sheet, Sheet IQ-2, is correct.


Q2) The total for the 20mm pipe on plan sheet IQ-1 does not seem right. There is no bid item for this pipe.

A) Unless an addendum is issued, please bid in accordance with the contract documents. The bidder is required to submit bids based on the Engineer's Estimate in the Proposal & Contract.


Q3) What scale should be used for these metric reduced plans?

A) For scale reference on the Irrigation Plan sheets, refer to the note on the bottom border of the sheet: "For Reduced Plans Original Scale is in Millimeters."


Q4) If the contractor encounters rock in the wetland excavation, will the design grades be adjusted or will the contractor be required to drill and shoot to achieve design grade elevations ?

A)The contractor will be required to achieve proposed design grades.


Q5) Can excess excavated soil be wasted on site or will the contractor be required to remove soil from the site?

A) Regarding excess soil, refer to Subsection 19-2.06, "Surplus Material" in Section 19, "Earthwork," the Standard Specifications.


Q6) Controller wire is not shown to be inside a conduit. Is this the State's intentent for the wire to be exposed?.

A) Refer to Subsection, "Armor-Clad Conductors," in Section 10-2.03, "Irrigation Systems," of the Special Provisions. Armor-clad conductors (control wires) shall be used in direct burial applications per the specification.


Q7) What is the antisipted start date of the project?

A) Refer to Section 4, "Beginning of Work, Time of Completion, and Liquidated Damages," of the Special Provisions, which states that the Contractor shall begin work within 15 calendar days after the contract has been approved. Refer also to Section 8-1.05, "Temporary Suspension of Work," of the Standard Specifications. The Engineer may consider a suspension of work due to unsuitable weather, if requested by the Contractor.


Q8) On page 150 of the special provisions, Section 10-1.18 states "Earthwork shall conform to
Section 19 of the Standard specifications. The description of how to dispose of the excess
excavated material does not apply to this project. How is the excess material to be
disposed of?

A) Refer to the answer to Q5.


Q9) On page 158 of the special provisions, Roadside Clearing, what constitutes a "planting
area? Is the entire construction easement considered a "planting area" or only portions?
If only portions are "planting areas" which parts are and which are not?

A) "Planting Area" for Roadside Clearing is only within the area to receive new planting, not the entire construction easement. Areas to receive new irrigation, as well as access to those areas, will also need to be cleared.


Q10) On page 160 of the Special Provisions, "Plant Establishment Work" are the limits
on weed control the same as for Roadside Clearing? If not, what are the limits for weed
control? Are weeds to be killed throughout the entire construction easement?

A) Limits for weed control for Plant Establishment will be the same as for Roadside Clearing.


Q11) Is the clay layer shown on Plan Sheet C-1 for wetland site 3 "specified material" per page 150 of the special provisions, Section 10-1.18? If compacted to 95% it will be difficult for the Type D erosion control to root in that basin.

A)The clay layer for Wetland Site 3 is specified in the Construction Details plan (Sheet C-1). It is derived from material excavated from Site 1 and 2. Note that Section 10-1.18, "Earthwork," of the Special Provisions, states that "the first 2 paragraphs in Section 19-5.03, "Relative Compaction (95 Percent)," of the Standard Specifications, shall not apply when a layer of specified material is not to be placed on the basement material." Wetland compaction should be 90%.


Q12) On Plan Sheet IP-15 the 200mm sleeves are indicated as CL 315 PVC. However, on page 154 of the Special Provisions, Section 10-1.22, Irrigation Sleeves, it states that sleeves 150mm and larger are to e SCH 40 PVC. Please clarify.

A) Section 10-1.22, "Irrigation Sleeve," of the Special Provisions states that compensation for irrigation sleeve shall be considered as included in the contract price paid per meter for the various sizes of plastic pipe (supply line) involved. Please bid in accordance with the appropriate contract item shown in the Engineer's Estimate.


Q13) Do the sleeves require electrical conduit, pullboxes, etc. per the detail for Irrigation Crossovers shown in the 2004 Standard Details, H-9, page 209?

A) Sleeve requirements shall be in accordance with those shown in the Standard Plans dated July 2004.


Q14) Bid Item 36 is indicated as fence construction, to be paid per linear meter installed. However, the plans indicate that instead the work consists of installing 5 gates in an existing fence. Typically this is paid on a per gate basis. Do the measurements listed on the plan sheets indicate the dimensions of the gates, or do they include the fencing modifications needed on either side of the gates? If the dimensions do include more than the gate itself, how long are the actual gates? If the indicated dimensions are for just the gates themselves, does that mean that the final measurement will include the fence sections on either side of the gate?

A) The measurements shown on the Summary of Quantities (Sheet Q-1) for BW Gates are not a separate pay item, and are provided for information only. Section 10-1.26, "Type BW Fence," of the Special Provisions states that constructing gateways shall be considered as included in the contract price per meter for the type of fence involved. The final measurement will include the fence sections on either side of the gate.


Q15) On page 163 of the Special Provisions, a Valve Assembly Unit is to consist of, among other things, "...wire mesh and gravel or crushed rock as shown on plans." However, the details shown on Plan Sheets LD-1 and LD-2 show the boxes sitting on grade with no indication of wire mesh or gravel or rock . Please clarify.

A) Please bid in accordance with the detail for "Valve Assembly Unit," shown on the Landscape Details, plan sheet LD-1.


Q16) On Plan Sheet PL-1 staking is indicated for the Populus with the notation "see detail". I cannot find any staking detail in the plans. With the required foliage protector in place, it is not possible to stake the Populus per the Standard details. What detail is the notation referring to?

A) The reference is to the staking detail shown in the Standard Plans.
