The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q) In walking the job, we were not able to find any centerline or r/w staking so that we could count trees or distinguish irrigation structures that might have to be removed. It will be very difficult to come up with a reasonable clearing number if we don't know where the frontage road will actually be located. Please set some stakes for the bidders.

A) The Department does not provide pre-construction staking for the purposes of bidding. Once construction begins, the Contractor may request Clearing Stakes, and where necessary as determined by the Engineer, stakes may be set to show limits of clearing and grubbing. Clearing Stakes are only set when the limits are not defined by the contract.


Q) Is it mandatory to clear the area between the 99 R/W and the Frontage Rd. R/W? Is it mandatory to clear the area available for contractors use?

A) No. Refer to Section 16-1.03, "Construction" (Clearing and Grubbing), of the Standard Specifications, for limits of clearing. The areas to be cleared will be limited to the area within the highway and frontage road right of way. The area shown on the plans as available for Contractor's use would only need to be cleared if the Contractor actually plans to use it, in accordance with Section 5-1.13, "Areas for Contractor's Use" of the Special Provisions.


Q) Is the contractor to dispose of plug or remove the many irrigation systems in the Frontage Rd. R/W? They are not marked on the plans.

A) Owners of property adjacent to the Frontage Road right of way are responsible for capping their own irrigation lines. Within the limits of clearing for the Frontage Road, any existing irrigation facilities encountered by the Contractor shall be removed. Payment for removing the facilities shall be considered as included in the contract prices paid for clearing and grubbing or excavation, in accordance with Section 15-2.07, "Payment" (Existing Facilities) of the Standard Specifications.


Q) The deceleration lane to be constructed at Grove Avenue is not shown on the traffic handling plans. How was it envisioned that this lane be constructed as it is ties-in to the ETW. Was it the intent that this be constructed under lane closures?

A) Yes. Traffic control for construction of the deceleration lane will be done in accordance with the Standard Plans and Special Provisions. Your attention is directed to Section 10-1.01, "Order of Work," of the Special Provisions, regarding preparation for non-working hours when excavating adjacent to a lane being used by public traffic, and to Section 10-1.11, "Maintaining Traffic," regarding hours for lane closures.
