Q) This project has already bid but I have a question about what classifies as a combination of licenses as stated in the Notice to Contractors. It states that bidder must have an "A" license or a combination of a C-8, C-10 and C-12. My question is does the prime bidder have to have all three licenses themselves to qualify as a combination or can the prime bidder have one of the licenses and the subcontractors have the other two "C" licenses?

A) No, the prime contractor is only required to have a combination of two of the listed licenses that will constitute a majority of the project. Please also refer to Business and Professions Code Section 7059(b), which provides in pertinent part, the following:

"In public work contracts, as defined in Section 1101 of the Public Contract Code, the awarding authority shall determine the license classification necessary to bid and perform the project. In no case shall the awarding authority award a prime contract to a specialty contractor whose classification constitutes less than a majority of the project."


Q) On the "Pavement Delineation and Sign Plan", PD-1, sheet 12 of 20, between stations 940 & 980 there appear to be two types of delineation in the same spot. There are two details, 4 & 23, shown on the centerline. These are both marker-only details. How is this to be accomplished?

Q) During a site visit I noticed there is a wrought iron fence and a portion of chain link fence in the right-of-way. There is no fence removal or relocate item. Will it be the contractors responsibility to remove, replace, or relocate the fencing?
