The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Q) I am completing the Disclosure of Lobbing Activites. Can you please supply No. 6 - Federal Department, No. 7 Federal Program Name and No. 8 Federal Action Number.
A) The Disclosure of Lobbying Activities form is required to be included in the Proposal book on all Federally funded Contracts. If a bidder has engaged in Federal lobbying activities, they will know the required information and must fill out the form. If a bidder has not done any Federal lobbying, they should leave the form blank or draw a line through the form and write N/A.
Q) Is Cal-Trans requiring a continuous mobile mixing device for this project?

Q) Normally, Cal-Trans restricts the volume of a hand loaded, mechanical mixer to 9 cubic feet. This restriction is not present in the Special Provisions. Does Cal-Trans still restrict the hand mechanical mixers to 9 cubic feet or is it the intent of this specification to require a continuous mixing device?

Q) This specification is new in Cal-Trans specifications. It is important to have clarification of the actual determination of the value implied. Cal-Trans labs have performed some limited testing using the rebound hammer. The intent was to specify a rebound number and not a ASTM C805 compressive strength. Polyester concrete has been tested to meet a rebound number of 22-25 within 2 hours. One may get a 10 MPA reading value on polyester concrete but it may not equate to 10 MPA in an actual compressive strength comparison. Cal-Trans should reconsider this wording in the Special Provisions because it has never been verified in the field or the laboratory. Only a Swiss Hammer number has been determined in the field as safe to use as a reopening to traffic value. The states of Washington and Oregon have adopted the Swiss Hammer number as the standard.

Q) The rapid opening of traffic requires a more rapid strength development resin. A rapid strength development resin, requires a faster gel development time. To place this type of resin, normally, requires automated placing equipment to insure sufficient work time and quality of finish. Is that what Cal-Trans was requiring on page 123 under Construction?

Q) The project requires either an epoxy or asphalt material be ground off the PCC deck. Grinding processes create increased surface area. 2.5 meters/liter spread rate was specified on a recent project for the Sacramento River Bridge. It was identical in that an AC overlay needed to be ground off. The deck required considerably more primer to wet out the additional surface area. Cal-Trans denied payment for the extra amount of methacrylate needed to wet out the increased surface area. Cal-Trans needs to put an item in the bid for methacrylate primer or change the spread rate to 1.5 meters/liter. Contractors and suppliers should not be penalized for supplying and applying the proper amount of primer to thoroughly soak and wet out the surface
