Contract 06-0C3004

The responses to bidder's inquiries, unless incorporated into a formal addendem to the contract, are not a part of the contract and are provided for the bidder's convenience only. In some instances, the question and answer may represent a summary of the matters discussed rather than a word-for-word recitation. The availability or use of information provided in the responses to bidder's inquiries is not to be construed in any way as a waiver of the provisions of Section 2-1.03 of the Standard Specifications or any other provision of the contract, the plans, Standard Specifications or Special Provisions, nor to excuse the contractor from full compliance with those contract requirements. Bidders are cautioned that subsequent responses or contract addenda may affect or vary a response previously given.

Q) At locations 2 and 3 the lane limit of length is 1.8 km. Is it possible to have 1.8 km closed on location 2 while concurrently having 1.8km closed at location 3? Of course normal lane limits restrictions are understood with the boundaries of each location. But, can both be worked on concurrently?

A) Bid in accordance with Contract Plans and Specifications.

Q) Location 1 is a Type III slurry, while locations 2 and 3 are Type II. Is it possible for the item prices to be seperated? The two materials are applied at different rates and emulsion percentages so they are not relevant to each other in one unit price. Production is also altered based on the rates at which the different materials must be applied.

A) Bid in accordance with Contract Plans and Specifications.

Q) In section 10.1.07 the lane closure charts specify that that no two consecutive intersections can be closed at the same time. What determines it to be an intersection? A stop light, stop sign, or cross traffic? Any clarification would be greatly appreciated.

A) The general area where two or more roadways join or cross, within which are included roadside facilities for traffic movements in that area.

Q) The calculation of the item is grossly understated. Section 15-2.06 of the Standard Specifications clearly defines stripe removal measurements. It is based on a 4" line with deductions for gaps on broken stripe. Item 6 indicates an estimated quantity of 22,400 meters. That is the amount if calculated as a detail. The actual amount of 4" yellow stripe removal is 43,928 Meters (includes deductions for gaps) Since the actual removal is 196% of bid item it will subject to adjustment at force account in the field. It is a costly item. Should we bid the estimated amount knowing that it will be field adjusted? Item 8 has the same issues (much less quantity). Detail 38 is two white 4" stripes.

A) Bid in accordance with the shown quantities on the Plans.
