Q1) the descriptation of material to be used for the chip is asphalt emulsion on page 158 of specials.on the plan sheet on page q-1 under ROADWAY in quanities it calls for ASPHALT RUBBER BINDER AND SCREENINGS (HOT APPLIED). TWO DIFFERANT MATERIALS AND COSTS AND QUANTIES FOR EACH ARE DIFFERANT. WANT DOES DIST. 6 WANT ?

A) Special Provisions are correct. Project calls for Polymer Modified Asphaltic Emulsion. Revised plan sheets will be issued through addendum.


Q2) In the special provisions it calls out for the material to conform to PMCRS2-H and Medium screenings. In the plans it states Asphalt Rubber Binder and Hot applied screenings. Is this project to conform to a conventional chip seal or a hot applied chip seal specification?

A) Special Provisions are correct. Project calls for Polymer Modified Asphaltic Emulsion. Revised plan sheets will be issued through addendum.


Q3) Depending on the response to the above-mentioned question, it appears as if the rates utilized were figured as if the project is to be a hot applied chip seal. If the intention is to be a conventional, please review the application rates. The project will siginficantly under run.

Q4) when the traffic count exceeds 5000 adt per day. when the traffic count exceeds 5000 5/16 chip shall be used unless office of the engineer in sacramento says it is ok to use 3/8 chip. busted windshields is the reason.

A) The Central Region Deputy of Construction has agreed to the use of med sized PME chip seals on our routes due to the lack of broken windshield claims that have been received with the use of the flush coat.


Q5) the traffic lane closure chart 2 onpage 152 has no closure of roadway between the hours of 7am and 7pm. that means we would have to chip in night time hours. an emulsion such as pmcrs-2h and the fog seal cut 50 percent with water. needs the sun to break the emulsions. the minium temp. are 80degrees surface. and 65 degrees air. no sun no emulsions no can use.

A) There are daylight hours available on the weekend. Because of the high traffic volumes that is what is available.


Q6) As per the respose from the State, please note that on Sat. we are limited to a working window of 3 hours. and Sun. we are limited to 7 hours. If the State holds the contrator to 4 hours of cure time, this would allow only 2 hours of application and at the end of the day allow only one hour sweep, apply the fog seal and sand and sweep again. Does the State understand that there are less than 60 % of the day that would be allowed to apply the chipseal, which is the controlling operations. I know that weekend are clasified as non-working days, but in this case these are the only days that we can work. Would this be counted as working days?

A) We recognize that the constraints placed on some projects are less than ideal for construction operations. However, our goal is to work within those constraints.


Q7) With only allowing work to be performed on Sunday, did the State place the overtime and premium plant rates into the estimated project cost?

A) We expect the bids to reflect the higher costs, if any, associated with the constraints.


Q8) as per addendum no.1 the new plans call for chipsealing over the rumble strip. Will the State plan on putting a new rumble strip in on a saparate contract? Did the State want to not apply the chip seal from EP to EP? Does the State want to protect the Strip and chipseal the traveled way and fog seal the shoulders? What is the purpose of chipsealing the rumble strips?

A) The State wishes a chip seal from EP to EP as indicted on cross-section plan, even though it may cover existing rumble strips.
