Local Assistance Payment System

Welcome to the Local Assistance Payment System (LAPS)!

The information on this web site contains payment history and invoice information on Local Assistance funded projects.

To enter our system, click on the LAPS Invoice Register Report link on the left. If your district is not known, click on District List to identify your District Number.
This system includes active projects only. For information on final voucher projects, please call (916) 227-9143.

To use the Invoice Register Report, select By District, By Local Agency, or By Project (i.e. RPL-5447(012)) on the top of the page. Then go to the middle of page and select the corresponding field. The fields in the middle of this page are optional.

When entering your local agency name, be specific. For example, enter City of Sacramento. If you just enter "Sacramento," the inquiry will display invoices for: City of Sacramento, City of West Sacramento, Sacramento Air Quality Management District, Sacramento Area Council of Governments, Sacramento County, Sacramento Regional Transit Agency, and the Sacramento Transportation Authority.

The Invoice List shows all projects by invoice date. The date the invoice was processed is shown as "To SCO." Please allow 10-15 working days for the State Controller's Office (SCO) to issue the warrant and mail to the local agency if the EFT column is an "N". If the EFT column is a "Y", please allow 4-6 days for the EFT transfer to be completed.

If an invoice was returned to the local agency, a return reason code will be provided. Click the Return Reason Code link located at the top of the page for a description of the code.
