- FHWA Memorandum, 11/5/93, “Guidance on the Development of Logical Project Termini”. In the conclusion to its guidance on logical termini, FHWA states, ”By following this guidance, proposed highway projects will be more defensible against litigation claims of project segmentation, and decision makers and the public will have a clearer picture of the transportation requirements in the project area and a better understanding of the project purpose and need.” (Emphasis added.)
