The FHWA and Caltrans Recycling Program policies reflect a strong commitment. Caltrans policy permits any brand of a manufactured product to be used on a project, if it meets the standard specifications for contract items of work. There may be projects that require the use of trade name products that are not found in the standard specifications; for example: a specific type of manhole and cover designed for a local facility. If a trade name product is not included in the standard specifications, adequate justification and approval must be obtained for use in the contract.

The specifications for a Caltrans construction contract include the Standard Specifications and Standard Special Provisions (SSPs) specifically written for that contract. The Standard Specifications provide the requirements for bidding, construction, and administration of Caltrans contracts.
Special Provisions provide the legal, administrative, and technical contract requirements applicable to a specific project, by:
- Incorporating, amending, and supplementing Caltrans' published Standard Specifications
- Incorporating legal, administrative, and technical contract requirements not covered by the Standard Specifications
All contract work to be performed must be identified in the Contract Special Provisions.
