Audits and Investigations
Gerald
was appointed as the Deputy Director of Audits and Investigations
on March 2, 2000.
He brings to Caltrans' Audits and Investigations over 20 years of auditing, accounting, and administrative experience. He is a Certified Public Accountant, Certified Fraud Examiner, and Certified Government Financial Manager.
Gerald worked for Governor Gray Davis for eight years, when Mr. Davis was the State Controller. During that time, he:
- Managed the audits that were instrumental in finding major fraud in the Durable Medical Equipment claims within the Medi-Cal Program.
- Developed the financial audit effort over the California State Lottery and managed the Controller's audits of the other 200+ State departments, for which he was presented a Managerial Award.
- Was the Bureau Chief responsible for the State's Comprehensive Annual Financial Report (CAFR).
- Was the Acting Chief of the Division of Collections.
- Was the Chief over the Division of Audits' Quality Control and Training Branch.
Over the years, Audits and Investigations' services have helped improve the way Caltrans does business and have saved the Department millions of dollars in costs.
Under Gerald's leadership, Audits and Investigations will continually strive to increase its professionalism and effectiveness. Presently, 47% of the staff are certified as Certified Public Accountants, Certified Internal Auditors, Certified Information Systems Auditors, Certified Government Financial Managers and/or Certified Fraud Examiners.
