Transportation planning
Intelligent Transportation Systems (ITS) and ITS Architecture
Program Functional Responsibilities include:
- Maintain California ITS Architecture and System Plans
- Mainstream ITS and ITS Architecture into transportation planning and project development
- Evaluate application and adoption of Systems Engineering method within the department’s business operations
- Administer the ITS and systems engineering training program and professional capacity building
State ITS Architecture and System Plan
The Statewide ITS Architecture and System Plan is a framework for identifying present and future information system integrations serving transportation that are inter-regional, inter-jurisdictional in nature; and, a planning platform for future transportation information systems. The documents of the System Plan identify high level operational concepts, necessary multi-party institutional agreements, stakeholders and system functional requirements. It is the departure point for more detailed designs.
Systems Engineering
The intent of this effort is, in coordination with FHWA, to evaluate and finally adopt best practices in systems engineering for ITS projects consistent with the 23CFR 940.11 of the FHWA Final Rule and identify linkages of the systems engineering processes to other system development processes within the department. This evaluation process is underway through a team of consultant. The expected project completion date is February 2008.

ITS Training and Professional Development
This activity is organized to create and sustain a flexible, multi-year training program that takes advantage of current Professional Capacity Building resources, as well as develop new opportunities. Low and no-cost training is available to the transportation community about ITS. The FHWA has produced training materials on a wide range of applicable topics. All such opportunities and resources are to be organized in this program.
