Draft Public Participation Plan for the CTP and FSTIP

Federal regulations require the State to develop a Public Participation Plan (PPP) for the long-range transportation plan and the State’s list of transportation projects. These documents, the California Transportation Plan (CTP) and the Federal Statewide Transportation Improvement Program (FSTIP) respectively, are two major products of the statewide transportation planning and programming process that result in transportation projects and services. These regulations also require the State to develop a process that provides public input into the development of the PPP, ensures that the process provides full and open access to all interested parties, and revises the process based on public input, as appropriate.

The first step in developing the PPP was to find out how you want to be engaged. Focus groups and a web survey were conducted to determine the general public’s level of knowledge, awareness, and interest in the CTP and FSTIP, and to identify preferred methods for public outreach and involvement.

Your comments are important and can make a difference. We want to hear from participating stakeholders and the general public on how we did, so we can craft a public involvement plan that responds to your needs. We are asking you to review and comment on the draft PPP and complete the survey above by May 1, 2008.
