General Instructions

What to do

  1. Read and Understand the 2004 STIP Guidelines and the Policies and Procedures for the 2004 Fund Estimate and 2004 STIP Development.
    • These guidelines describe the policy, standards, criteria and procedures for the development, adoption and management of the STIP.
  1. Obtain a copy of 2004 STIP Fund Estimate Annual Programming Targets.
    • Use these targets as a guide as you re-spread unallocated projects, and project components, carried forward from the 2002 STIP.
  1. Download Your County STIP Project List Form for Completion and Submission.

    This list includes of all RIP funded projects in the county pre-loaded with the current programming from the CTIPS database. The county list is intended to serve as a consolidated and easy to view picture of a counties RIP funded program. This form may also be used in lieu of the traditional STIP Fact and Funding Sheet for simple project adjustments such as:

    • Project Schedule Delay’s .
    • Project Schedule Advance’s .
    • Simple shifting of existing programmed amounts between components and/or fiscal years between existing fund sources.
    • Project Deletions.

    More complex project adjustments still require a STIP Fact and Funding Sheet and are noted by selecting the "See Attached Fact and Funding Sheet" change reason for affected projects on the County STIP Project List form. These include changes such as:

    • Scope change.
    • Changes to the implementing agency.
    • New programming.
    • Substantial change to funding including additional fund sources.

      Please note: Fact and Funding sheets are only required for projects changes that cannot be addressed directly on the County STIP Project List Form.

  1. Adjust your RIP funded programming to fit the Fund Estimate Annual Programming Targets.
    • Regions, Caltrans, and project sponsors work together to adjust project programming as needed.
    • Changes to programming are to be reflected on the County STIP Project List downloaded above.
  1. Submit completed forms by the due date.
    • RTIP’s are due to the CTC on April 12th, 2004.
    • Electronic copies of the all completed forms may be emailed as noted on contact list on the main page.

Questions

  1. How do I get a fresh copy of the 2004 STIP Fact and Funding Sheet?
    • Open your copy of the County STIP Project List Form (MS Excel) and click on the PPNO number for the desired project. If you are connected to the Internet you will automatically connect to our server and will be able to download an electronic 2004 STIP Fact and Funding sheet for that project already filled for all existing project data.
    • If you need to add a new 2004 STIP project, download a 2004 New STIP Project Fact and Funding Sheet from this web site.
  1. Why is the process different from the last STIP process?

    Unlike the last few STIP cycle’s, its expected that we will have few opportunities to add new programming. There have been several requests to streamline the way simple project adjustments can be made. The County STIP Project List Form is the response to those requests and can accommodate most basic project adjustments. If you wish to complete Fact and Funding Sheets for all your project adjustments, even projects with simple adjustments, that is your choice.
