Preliminary Environmental Analysis Report (PEAR)

The Preliminary Environmental Analysis Report (PEAR) provides the initial environmental evaluation of a project and all feasible alternatives before it is programmed in the State Transportation Improvement Program (STIP) or State Highway Operation and Protection Program (SHOPP). The PEAR also estimates the scope, schedule, and costs associated with completing environmental compliance. Because the environmental process can have a substantial impact on the project alternatives, design, costs, schedule, and delivery, the PEAR must clearly present and discuss the results of preliminary environmental studies in order to identify environmental constraints that may affect design. The information contained in the PEAR serves as the foundation for the environmental team to begin studies in the Project Report phase, facilitating early consultation with Federal and State resource agencies.
